Founded in 2017 by partners Mark Lazzarini and Tony Arreola, Terrascape Ventures, LLC specializes in the development of high-density mixed-use residential communities in the Downtown and greater San Jose area. With deep experience overcoming difficult property entitlement processes requiring multiagency approvals, the firm excels at navigating the bureaucratic and political processes to secure broad support for project proposals among elected officials, policymakers, media, community leaders and key stakeholders.
Among the many projects in its portfolio, Terrascape Ventures is currently working to develop the Davidson Plaza Towers and an adjacent 18-story, 330-unit residential tower in the heart of Downtown San Jose through a joint-venture with Urban Community Partners, LLC in partnership with Westbank Corp of Vancouver. In addition, Terrascape Ventures is currently seeking the entitlement of a 114-acre former golf course in east San Jose with a proposal that includes a variety of housing types and densities, high-quality public open space and neighborhood-serving commercial retail uses.
Mark Lazzarini serves as managing partner of Terrascape Ventures, LLC, focusing on high-density, mixed-use developments in San Jose. Mark brings more than 30 years of experience in developing and financing both market-rate and affordable housing projects, Currently, Mark is developing the former Pleasant Hills Golf Course to include over 1,700 residential units, parks, affordable housing and retail space.
Prior to Terrascape Ventures, Mark cofounded and operated DAL Properties in partnership with Tony Arreola and the late Charles Davidson, developing market rate in-fill residential communities throughout the San Francisco Bay Area. Mark has also founded and managed a non-profit housing development company, working with for-profit companies to develop and construct more than 1,600 affordable family and senior rental homes. He also served as executive director of local governmental affairs for the Building Industry Association of Northern California, representing the industry as spokesperson and liaison to local and state government agencies.
Tony Arreola, a longtime East San Jose resident, serves as managing partner of Terrascape Ventures, LLC, focusing on high-density, mixed-use developments in San Jose. With over 34 years of public policy and development experience, Tony specializes in entitling highly complex projects requiring multi-agency approvals, policy and community engagement, and dynamic media strategies. Currently, Tony is developing the former Pleasant Hills Golf Course to include over 1,700 residential units, parks, affordable housing and retail space.
Prior to Terrascape Ventures, Tony partnered with the late Charles W. Davidson and Mark Lazzarini at DAL Properties, where he developed and built residential communities throughout Silicon Valley, including the Evergreen neighborhood of San Jose. Prior to DAL, Tony served in several public policy positions, that included deputy chief of staff to the mayor of San Jose.
